Strategic Site 18: Land at Burgate, Fordingbridge

Our Local Plan 2016-2036 Part 1: Planning Strategy has allocated this land, known as Strategic Site 18: Land at Burgate, Fordingbridge for residential-led mixed use development and open space consisting of:

  • at least 400 homes dependent on the form, size and mix of housing provided
  • on-site provision of public open space
  • a community focal point (including ground floor premises suitable for
    community use to the west of Lower Burgate)
  • local shopping and service facilities
  • retention of existing employment and service uses
  • additional employment provision near to the A338 subject to demand

Current development parcels

So far we are have received planning applications for three parcels of land, one of which is now on site:

Parcel 1

Land at BURGATE ACRES, SALISBURY ROAD, BURGATE, FORDINGBRIDGE SP6 1LX

Reference: 20/10228

Status: Decided and works started on site.

Decision: Granted Subject to Conditions

Proposal: 

  • erection of 63 dwellings
  • creation of new access
  • parking
  • landscaping
  • open space and associated works (following demolition of existing buildings)

 

Parcel 2

LAND WEST OF BURGATE, SALISBURY STREET, FORDINGBRIDGE SP6 1LX

Reference: 21/11237

Status: : Resolution to grant permission subject to the completion of a Section 106 agreement

A hybrid planning application comprising:

Outline planning application (all matters reserved except means of access only in relation to new points of vehicular access into the site) for residential development and change of use of land to Alternative Natural Recreational Greenspace, together with a community hub (to comprise a mix of some or all of; local food retail, local non-food retail, community use and business use) and all other necessary on-site infrastructure.

Full planning application for the first phase of development comprising of:

  • 111 dwellings,
  • public open space,
  • alternative natural recreational greenspace,
  • surface water attenuation and all other necessary on site infrastructure

MIDDLE BURGATE HOUSE, SALISBURY ROAD, BURGATE, FORDINGBRIDGE SP6 1LX

Status: Registered

A hybrid planning application for in total 46 dwellings comprising:

An outline planning planning application for matters of access, layout and scale for approval with appearance and landscaping reserved.

  • Development of land comprising the erection of 41 dwellings,
  • demolition and removal of redundant agricultural structures,
  • works to access,
  • landscaping and
  • provision of public open space/ANRG 

Full application for the conversion of an Existing Building to form 5 flats and a Community Use at Ground Floor Level.

 

Construction of link road

Reference: 23/10518

Status: Granted subject to conditions

Construction of link road from Augustus Avenue to the A338, forming part of the SS18 allocated site, including landscaping, permanent and temporary drainage infrastructure and other associated infrastructure (enabling early delivery of the highways infrastructure of hybrid application reference 21/11237)

  • The roads remain clear of mud along the stretch that is now occupied out to the main road.
  • Plots 41, 42 and 50 have their foundations and service access points in.
  • Plots 49 and 51-53 have their slabs constructed.
  • Plots and 43-48, 54-57, 59 and 60 are at ground floor level.
  • Plots 58, 61 and 62 are at first floor level.
  • Plots 1-5, 16-19, and 36,39, 40 and 63 are at roofline.
  • Plots 6-11, 20-35, 37 and 38 are at the internal and external stages. With Plots 32, 37 and 38 ready to be made watertight.
  • Plots 13-15 are occupied.
  • Plot 12 is the Sales house.

  • Some tree planting has taken place along the Eastern boundary adjoining Plots 36-45. This will provide some privacy and a green boundary edge as it matures. No other planting has been carried out in the open space on site.
  • The trees due to be planted in the ANRG are programmed in to be completed by the end of April.
  • The playground equipment has been ordered and would be installed in May.
  • The bund forming the edge of POS 1 has been formed. This will now need to be seeded.
  • Plots 1-5 have just commenced first floor level. Plots 6-15 are at the internal and external stages.
  • Plots 16-19, 32, 34, 35 and 36-38 are at ground floor level.
  • Plots 20-27, 28 and 31 are at first floor level.
  • Plots 29, 30 and 33 are at roofline.
  • Plots 39, 40, 56-59, 62 and 63 have their slabs constructed.
  • Plots 41-55 have their foundations in.
  • Plots 12, 16, 18, 31 and 41 have been reserved.

  • Plots 1-5 have commenced construction. They are at ground floor level. Plots 6-15 are at roofline. They have commenced their interior works.
  • Plots 29, 30, 33-35 are at first floor level. The car parking for this area is currently being constructed. Plots 20- 28, 31 and 32 are at ground floor level. Plots 16-19 have their slabs in.

  • The highway entrance to site has been completed.
  • Plots 1-5 have commenced construction. Their footings are in. Plots 6-15 are at roofline.
  • Plots 29, 30, 33-35 are at ground floor level. The car parking for this area is currently being constructed. 
  • Plots 28, 31, 32 have their slabs in. Plots 23-27 are at ground floor level. Plots 16-20 have commenced construction. 
  • Plots 16-19 have their footings in. Plots 20-22 are at ground floor level.
  • Plots 36-42 have their foundations, drainage and water service points in. The roadway into this section of the site has commenced construction.
  • Plots 43-46 have commenced construction. Their foundations are in.
  • Plots 47-50 and 56-63 have their foundations, drainage and water service access points in. The access road to Plots 58-63 is being constructed.
  • Plots 51-55 have commenced construction. They too have their foundations, drainage and water service access points in.
  • The tree protection remains in place across the site to protect the open space areas and tree root protection zones.

December 2022

Parcel 1, Land at Burgate Acres, planning reference 20/10228

  • The roadways adjoining the entrance and the crossing are being constructed. The grass seeding of the nonpaved areas has been carried out.
  • The roads are continuing construction throughout the site, both the spine and spur roads.
  • The tree protection is in place across the site to protect the open space areas and tree root protection zones.
  • The developer has started work on the ARNG (Alternative Natural Recreational Greenspace). They are carrying out the clearance of brambles. The pathways are due to be constructed along with the play areas prior to 1st occupation.  This is expected to be in March.  Both the ARNG and the play areas need to be completed and open prior to this. 
  • Plots 6-15 are having their 1st floor walls constructed.
  • Plots 16-19, 23-28, 31 and 32 are having their slabs constructed.
  • Plots 29, 30 and 33-35 are having their ground floor walls constructed.
  • The construction of the spur roads is being carried out at the Northern end of the site. The road drainage is going in.
  • Plots 56-63 have their foundations and service access points in, both for the water and the drainage.
  • Plots 47-50 have commenced construction. Their foundations are being constructed.
  • Plots 36-42 have their foundations and service access points are in, both the water and the drainage.

 

November 2022

Parcel 1, Land at Burgate Acres, planning reference 20/10228

  • The main road into the site is being constructed. The kerbs and services are going in  with the tarmac top layer being laid at the end of October.
  • The spine road through the site to the Northern end is being constructed. The kerbs are going in currently. 
  • The POS (Public Open Space) and ANRG (Alternative Natural Recreational Greenspace) areas have been fenced off to protect them.
  • Plots 36, 37, 38, 39, 40 have their foundations in and the water and drainage lines have been installed.
  • Plots 62, 63 have their foundations in.
  • Plots 56-61 are having their foundations constructed. The existing house is being demolished currently.
  • Plots 23-28, 31 and 32 have their foundations constructed and their drainage and water service lines installed.
  • Plots 6-15, 29, 30 and 33-35 have their slabs constructed and are currently having their ground floor walls constructed.

 

September 2022

Parcel 1, Land at Burgate Acres, planning reference 20/10228

  • The Northern end of the site has been cleared and is now being used as a materials compound as per the agreed plan.
  • The main spine road into the site has been constructed, for site traffic to use. 
  • The site compound and welfare units are in situ, as is the site parking.
  • The soakaway serving Plots 1-11 has been constructed. The car park serving these plots is also in situ and is being used for storage of the site vehicles.
  • Plots 6-15, 28-31, and 33-35 have commenced construction. Their foundations are in and the bases are being prepped ready to start construction of the slabs.

 

August 2022

Parcel 1, Land at Burgate Acres, planning reference 20/10228

  • Site clearance has taken place across most of the site. The existing dwellings and outbuildings due to be demolished are currently still in situ.
  • The tree protection is in situ. This was checked across the whole of the site against the agreed plan.
  • The Northern end of the site has commenced site clearance with the turf starting to be removed. 
  • The soakaway serving Plots 1-11 is being constructed.
  • Plots 6-14 have commenced construction. The foundations are in and the bases are being prepped ready for the beams to be installed to start creating the slabs.

 

April 2022

Parcel 1

Application 20/10228 was presented to our planning committee with a recommendation to allow a further three month period until the end of June 2022 for the completion of the S106 Agreement and the issuing of the Planning Permission.

The decision given was that the Executive Head of Planning, Regeneration and Economy be given authority until the end of June 2022 to complete the S106 Agreement and for the Planning Permission to be issued.  You can read the planning committee report below:

Parcel 1
