Continuing to offer support to rough sleepers this winter

We are continuing to offer support to people who are rough sleeping this winter.

Recognising the increased risks that severe weather poses, we have put in place several key measures to ensure the safety and well-being of vulnerable residents. 

One measure is the activation of the Severe Weather Emergency Protocol (SWEP) during periods of extreme cold. SWEP is activated when the temperature is forecast to fall to 0°C or below. It may also be triggered by other severe weather conditions that could pose significant health risks, such as wind, rain, heat, or snow, and provides emergency accommodation to anyone sleeping rough. This initiative ensures that no one faces severe weather conditions without shelter. 

Residents can also use StreetLink to notify us about people who are sleeping rough in the district, which is a reporting tool and available on our website: https://newforest.gov.uk/article/1121/Homeless-or-rough-sleeping-referrals

An alert is submitted through the platform and details are automatically sent to our outreach team. The team refer to this information to locate the person, assess their needs, and offer appropriate support services depending on their individual circumstances, and we encourage people to include as much detail as possible when using the reporting tool.

Additionally, we offer a Housing Assistance Referral Portal on our website, where people can refer themselves or others for help. This portal allows the council to assess eligibility and provide tailored support, including temporary accommodation and assistance with securing long-term housing.

Cllr Steve Davies, deputy leader of the council, and portfolio holder for housing and homelessness, said: "We are dedicated to ensuring that no one in our community has to face the winter months without shelter and support. By activating SWEP, and with reporting tools like StreetLink, we can provide immediate assistance this winter and work towards long-term solutions. Our approach is to listen to each individual, understand their unique needs, and provide tailored support to help them move towards a more stable and secure future. This commitment to support extends all year round, ensuring continuous care for our vulnerable residents."

In 2024, rough sleeping in the district reduced to an 8-year low. On average, 1 to 2 people are identified by NFDC as sleeping rough on any one night. 

NFDC's commitment to supporting rough sleepers extends beyond the winter months. Throughout the year, the council provides ongoing services such as outreach programs, temporary accommodation, and long-term housing solutions.
