Second adult rebate
You may be able to claim second adult rebate if you are pension age, single and are the Council Tax bill payer but share your home with another adult. The second adult(s) will normally be an adult son(s), daughter(s) or other relative(s) or friend(s).
Check if you're living with a second adult
If you are pension age and unable to get the 25% single person discount on your Council Tax bill because there is a second adult living in your home, who is on a low income, you may be eligible for second adult rebate.
To qualify the second adult(s) must be:
- over 18 years of age
- not jointly liable to pay Council Tax
- not liable to pay rent to you
- not be a disregarded person for Council Tax
How to claim for second adult rebate
If you are the Council Tax bill payer, you are the one who must make the claim for second adult rebate.
If you already receive Council Tax Reduction, you do not need to claim second adult rebate. We have already calculated which is better for you.
You will need to provide:
- proof of your National Insurance Number
- two forms identification
- proof of the income of the person living with you
We do not need to know about your income and savings just those of your second adult(s). The amount of second adult rebate you may receive will depend on the income of the other adult(s).
Check how much second adult rebate you can get
To decide if you're eligible for second adult rebate, we only look at the gross income (before deductions for tax or National Insurance) of the second adult. Your income and savings are not included when we work this out.
The table below shows the percentage of the reduction that may be applied to your Council Tax bill.

If there is more than one other adult living in the household the income of all the other adults will be added together for our calculations.
If the second adult living with you claims Universal Credit (UC) their UC award is not considered to be a benefit for the purposes of assessing second adult rebate. This means they may not automatically qualify for the full 25% rebate. Instead the second adults Universal Credit Award is treated as an income not a benefit.
