Chapter 3: CIL Report

3.1 The following sets out a summary of the CIL Receipts for 22/23

£6,067,136.78 (balance of actual receipts at end of financial year 31/3/23 which will differ to invoices raised minus the figure in now (d) below)

(d)   the total amount of CIL receipts, collected by the authority, or by another person on its behalf, before the reported year and which have been allocated in the reported year; 

£830,000 as per March 2023 portfolio holder report, see para 3.3 below

(e)   the total amount of CIL expenditure for the reported year;

(f)     the total amount of CIL receipts, whenever collected, which were allocated but not spent during the reported year;

(g)   in relation to CIL expenditure for the reported year, summary details of— 

(i) the items of infrastructure on which CIL (including land payments) has been spent, and the amount of CIL spent on each item; 

(ii) the amount of CIL spent on repaying money borrowed, including any interest, with details of the items of infrastructure which that money was used to provide (wholly or in part); 

(iii) the amount of CIL spent on administrative expenses pursuant to regulation 61, and that amount expressed as a percentage of CIL collected in that year in accordance with that regulation;

As per row (b) the instalment policy in place means that some invoices raised have not been paid in full although amount spent relates to invoices raised which totals 5%.  In addition £10,328.12 was collected via surcharges and used for administrative expenses.

(h)   in relation to CIL receipts, whenever collected, which were allocated but not spent during the reported year, summary details of the items of infrastructure on which CIL (including land payments) has been allocated, and the amount of CIL allocated to each item;

(i)     the amount of CIL passed to— 

(i) any parish council under regulation 59A or 59B; and 

(ii) any person under regulation 59(4);

(j) summary details of the receipt and expenditure of CIL to which regulation 59E or 59F applied during the reported year including— 

(i) the total CIL receipts that regulations 59E and 59F applied to; 

(ii) the items of infrastructure to which the CIL receipts to which regulations 59E and 59F applied have been allocated or spent, and the amount of expenditure allocated or spent on each item;

3.2      In accordance with section (d) above, CIL monies have been allocated to the following projects:

  • Lymington Ly5 Lymington Grove Gardens - £50,000
  • Lymington Ly6 Rowans Park - £66,000
  • Lymington Ly8 Lymington walking  routes - £104,000
  • New Milton NM5 Carrick Way - £130,000
  • New Milton NM6 Ashington Park Path -  £52,000
  • Totton To1 Bartley Park extension- £150,000
  • Totton To3 Testwood Recreation Ground  Phase 1 - £53,000
  • Totton To4b King George's R ecreation Ground New link path - £7,000
  • Totton To8 Bartley Park walking  route - £33,000

3.3      The £437,526.73 relates to the in perpetuity maintenance funding for the project delivered at Gang Warily.  This money will be drawn down over 30 years in accordance with a detailed management plan.

3.4      In addition to CIL, the Council collects S106 contributions directly towards recreational mitigation monies.  As these S106 monies are specifically ringfenced to this purpose they may well be used as the first call on funding.
