Personal licence

A personal licence allows you to authorise the sale or supply of alcohol at a licenced premises.

A personal licence holder can also be a Designated Premises Supervisor (DPS) at a licenced premises.

A personal licence doesn't need renewing but you must keep your details up-to-date.

Who can apply for a licence?

You can apply for a personal licence if you:

  • are 18 years old or over,
  • have an accredited Level 2 licensing qualification (or equivalent),
  • have not had a personal licence forfeited in the last 5 years,
  • have not been convicted of any relevant offence or any foreign offence,
  • live in the New Forest District Council area.

How to apply

Before applying, you must already have an accredited Level 2 licensing qualification (or equivalent). View the list of accredited personal licence qualification providers.

You will need to supply a basic Disclosure and Barring Service (DBS) check with your application. This must be less than one month old when you submit your application. You can apply for a basic DBS check using the GOV.UK online form below.

To apply for personal licence, you will need to provide to us:

  • a completed personal licence application form,
  • a completed disclosure of convictions and declaration form,
  • two passport style photographs, one should be endorsed on the back by a solicitor, notary, teacher, lecturer or other professional person as a true likeness,
  • an original accredited level 2 award certificate,
  • an original basic DBS check, that is less than one month old,
  • copy of your proof of right to work in the UK,
  • the fee.

Receiving your licence

Once your forms and documents are received we will process your licence.

Providing you have no relevant or foreign offences we will issue your licence by post.

A personal licence consists of:

  • a plastic card with a photograph,
  • a paper licence.

If you have a relevant or foreign offence then your application will be referred to the police.

Once issued, your licence will remain with us regardless of where you live or work. It remains valid indefinitely unless surrendered or revoked. You must notify us of any changes to your details, even if you are not using the licence.

Fee

The fee for a personal licence is £37

For a change of name, address or replacement licence the fee is £10.50

Relevant and foreign offences

You are required to declare all relevant and foreign offences as part of the application process.

Notify us of a change

You need to notify the Council that originally issued your licence of any changes.

If the information on your licence is not up to date, you are committing an offence.

To change your name or address, write to us or visit one of our offices with the following:

  • your new name or address,
  • both the paper part and the card part of your personal licence or if you are unable to find them a statement to explain what has happened to them,
  • the fee or provide a contact number and we will call you to take payment.

If you have changed your name we also need evidence of this such as a copy of your marriage certificate or the deed poll change.

To declare a new relevant or foreign offences please write or email us with the details including the date and sentence received.

Renew your licence

From 1 April 2015 you no longer need to renew your personal licence. If your licence shows an expiry date this can be disregarded.

If you would like a replacement licence issued without an expiry date then you can request this by writing or emailing us your request. You will need to pay a fee of £10.50
