Homeless or rough sleeping referrals
We can help those who are rough sleeping, homeless or may become homeless. You can let us know about someone who you believe is homeless or sleeping rough.
A person is considered homeless if:
- they do not have any accommodation available that they have a right to occupy
- it is not reasonable for them to occupy their current accommodation.
If you are homeless or at risk of becoming homeless yourself, you can get help with homelessness.
Consent for referral
A referral cannot be made without the individual's consent.
Consent can be written or given orally. The person being referred needs to understand the purpose of the referral and must consent to their information being passed on to us.
If you are unable to obtain consent, but are still concerned about an individual or a household, you can call us on 023 8028 5222.
Refer someone online

This support is provided by Streetlink. This is a national service that connects rough sleepers with the local support that they need.
For agencies working in the area: you can also refer using our Housing Assistance Referral Portal. This will record the agency details and create a case for your client with us.

We have worked with other local authorities in Hampshire to create a single referral form. This can be filled out electronically and submitted via email.

The referral pathway gives us consistency across Hampshire to help those who may be homeless. If we do not have a duty to help a homeless person, but another authority in Hampshire does, we can easily pass on their information.
