Council Tax discounts
In some circumstances, adults living with you are not counted for Council Tax.
If only one adult in your property is counted for Council Tax, you can receive a 25% discount on your bill. If none of the adults in your property are counted, you can receive a 50% discount on your bill.
If a property is unoccupied, or occupied by certain groups of people, it may qualify for a Council Tax exemption. This means you will not need to pay Council Tax on the property for the period that the exemption applies.
Single occupier discount
If you are the only adult living in your home, you can apply for a 25% discount on your Council Tax bill.
You will need to provide details of your current council tax account number as well as the date when you became the only adult at your property.

Full-time student discount
If you are the only person in a property that is not a full-time student, you are eligible for a 25% discount. A student is someone who is:
- is undertaking a full-time course of higher education, such as studying towards a degree qualification
- under the age of 20, studying for more than three months and at least 12 hours per week for any qualifications up to A-level, BTEC or equivalent
If the number of adult residents in a property is one after disregarding someone who is a full-time student, you can apply for a 25% discount.
This is the same as being eligible for a single person discount.
A young person who has completed their school or college education will continue to be disregarded until the 31st of October following the completion of their course, or the date of their 20th birthday if this is sooner.

People who are not counted for Council Tax
You will need to pay Council Tax if you are 18 or over and own or rent a home.
A full Council Tax bill is for at least two adults living in a home. Spouses and partners who live together are both responsible for paying the bill.
In some circumstances, adults living with you are not counted for Council Tax.
If only one adult in your property is counted for council tax, you can receive a 25% discount on your bill. If none of the adults in your property are counted, you can receive a 50% discount on your bill.
If a member of your household falls into one of the categories listed below they may not be counted for Council Tax purposes:
- people detained in prison or a secure health facility
- people with a severe mental impairment
- young adults where someone still receives child benefit for them
- student nurses
- apprentices earning less than £195 per week
- people on a youth training scheme
- live-in carers who provide care for at least 35 hours per week. The carer must not be the partner of the person who is being cared for or the child's parent, if the person being cared for is under 18
- residents of hostels for the homeless
- people living in a religious community
- members and dependants of visiting armed forces
- people with diplomatic privileges or immunities
