How much Council Tax you pay and how it is spent

We publish information on how your Council Tax payments are spent and what they pay for.

We collect the Council Tax you pay, but only keep around ten pence in every pound to pay for our services. 

The remaining money goes to the following organisations, who set their own council tax, to pay for the services they provide:

Adult Social Care Precept

The Secretary of State made an offer to adult social care authorities. ("Adult social care authorities" are local authorities which have functions under Part 1 of the Care Act 2014, namely county councils in England, district councils for an area in England for which there is no county council, London borough councils, the Common Council of the City of London and the Council of the Isles of Scilly.)

The offer was the option of an adult social care authority being able to charge an additional "precept" on its council tax without holding a referendum, to assist the authority in meeting its expenditure on adult social care from the financial year 2016-17. It was originally made in respect of the financial years up to and including 2019-20. If the Secretary of State chooses to renew this offer in respect of a particular financial year, this is subject to the approval of the House of Commons.

The way we have to show the percentage increase for Hampshire County Council and Adult Social Care, when comparing the amount paid for these services in 2023/24 and the amount you are paying in 2024/25, is set by government.  Hampshire County Council's website includes specific information for customers about how the council tax for Hampshire County Council and Adult Social Care is calculated and how this is to be presented on your council tax bill.

Council Tax for 2024/25

We collect £159 million of Council Tax, which is spent by each authority to deliver its services, as per the breakdown below.

  • Hampshire County Council: £110.96 million
  • Police and Crime Commissioner: £18.92 million
  • New Forest District Council: £14.46 million
  • Town and parish councils: £8.39 million
  • Hampshire and Isle of Wight Fire and Rescue Service: £6.00 million

Council Tax payments are calculated based on each property's Council Tax band. For an average Band D property, the annual Council Tax for financial year 2024/25 is split as detailed in the table below.

Council budget 2024/25

Our total gross revenue expenditure in financial year 2024/25 is budgeted at £114,962,000. This excludes spending on council-owned housing services, as this is paid for by housing rents.

After allowing for income of £100.503,000 million, mainly from reimbursement of benefits, income generated from services, non-domestic rates, interest earnings on balances and government grants, our Council Tax requirement for 2024/25 is £14,459,000.

Our estimated budget is £2,053,000 more than in financial year 2023/24. The reasons for this are:

  • pay and price increases: £2,450,000
  • Investment in delivery of Capital Programme (&Financing): £763,000
  • HCC waste disposal proposed changes: £400,000
  • investment in Service Improvement programme: £290,000
  • investment in local plan and design code: £262,000
  • waste service charge - transition costs: £136,000
  • net other adjustments: £173,000
  • ongoing savings: -£91,000
  • additional income generation: -£1,360,000
  • investment strategy earnings: -£970,000

We plan to spend £48,959,000 on our capital programme for 2024/25, as shown below.

  • housing: £33,880,000.
  • coastal protection: £3,227,000
  • depot site: £4,372,000
  • mitigation schemes: £1,000,000
  • waste strategy: £1,025,000
  • asset modernisation programme: £300,000
  • infrastructure projects: £1,410,000
  • sustainability fund: £250,000
  • UK Shared Prosperity Fund: £208,000

  • vehicles, plant and equipment: £2,987,000

Coastal protection

The Environment Agency is responsible for the management of the risk of flood for rivers and sea defences in England and Wales. 

The Southern Region's gross expenditure for 2024/25 is £106,443,000. A charge is made to Hampshire County Council for costs associated with this function, which is reflected in the Hampshire County Council figure above. 

The total of levies charged for the Southern Region for 2024/25 has increased to £1,642,000 from £1,594,000 in 2023/24.
