Council Tax Severe Mental Impairment Discount

If someone living with you is certified as being severely mentally impaired, you may be eligible for a discount for Council Tax. 

If the person is severely mentally impaired and there are no other adults living with you, you can apply for a 25% discount in your Council Tax. This could apply where someone has dementia, including Alzheimer's disease or Parkinson's disease.

If someone lives alone, or if everyone living in a property is certified as being severely mentally impaired, you can apply on their behalf for an exemption from paying Council Tax.

To get this discount or exemption, the person must be entitled to one of the following benefits:

  • Attendance Allowance
  • Severe Disablement Allowance
  • The middle or high rate care component of Disability Living Allowance
  • Personal Independence Payments (standard or enhanced daily living component)
  • Income Support, which includes a disability premium
  • Disablement Pension
  • Constant Attendance Allowance
  • Income Support (which includes disablement premium)
  • Armed Forces Independence Payments
  • Universal Credit (which includes limited capability for work and/or work-related activity).
